Blood Moon does not affect cards in zones other than the battlefield. Since Blood Moon does not specify a qualifier for "nonbasic lands" it just means permanents on the battlefield. Dakmor Salvage works just fine in the graveyard.
109.2. If a spell or ability uses a description of an object that includes a card type or subtype, but doesn't include the word "card," "spell," "source," or "scheme," it means a permanent of that card type or subtype on the battlefield.
How does Blood Moon affect lands in graveyards?
Such as Blood Moon is on the field and an opponent has Dakmor Salvage in the yard. Can they still use the dredge ability?
