A question about; Ulvenwald Hydrahis skill says; When Ulvenwald Hydra enters the battlefield, you can search your library for a land card, put it on the tapped battlefield, then shuffle your library, ok let's say I'm going through the land of Rakdos Carnarium; and the ability of the Rakdos would be activated? and the same is for Lotus Vale, which is not activated, can you tell me if the skills of the lands are activated or not by hydra I would appreciate it
A question about; Ulvenwald Hydrahis skill [sic] says; When Ulvenwald Hydra enters the battlefield, you can search your library for a land card, put it on the tapped battlefield, then shuffle your library, ok let's say I'm going through the land of Rakdos Carnarium; and the ability of the Rakdos would be activated?
No, it would be triggered. It entered the battlefield (from the library), and you have not described anything that would interfere with that ability.
602. Activating Activated Abilities
602.1. Activated abilities have a cost and an effect. They are written as “[Cost]: [Effect.] [Activation instructions (if any).]”
602.1c An activated ability is the only kind of ability that can be activated. If an object or rule refers to activating an ability without specifying what kind, it must be referring to an activated ability.
603. Handling Triggered Abilities
603.1. Triggered abilities have a trigger condition and an effect. They are written as “[When/Whenever/At] [trigger condition or event], [effect]. [Instructions (if any).]”
and the same is for Lotus Vale, which is not activated, can you tell me if the skills [sic] of the lands are activated or not by hydra I would appreciate it
Lotus Vale would be entering the battlefield, so its "If Lotus Vale would enter the battlefield, ...." ability would apply.
614.1. Some continuous effects are replacement effects. Like prevention effects (see rule 615), replacement effects apply continuously as events happen—they aren’t locked in ahead of time. Such effects watch for a particular event that would happen and completely or partially replace that event with a different event. They act like “shields” around whatever they’re affecting.
614.1a Effects that use the word “instead” are replacement effects. Most replacement effects use the word “instead” to indicate what events will be replaced with other events.

Why bother with mere rulings when so many answers can be found in the Rules?
and for the land of Rugged Highlandsand the land Temple of Epiphany, would not activate, the ability of each, to gain life and scry? by Hydra
In general, a permanent's abilities (including those that say "When [this permanent] enters the battlefield...") don't "turn off" when it enters the battlefield tapped. (If that were the case, Rugged Highlands's and Temple of Epiphany's second abilities would normally not work at all.) See Genesis Chamber for an example of a permanent that cares whether it's untapped or not.
ok then the lands that I mentioned are not activated except for lotus it is worth activating, am I correct?
Note that the only abilities that you can "activate" are activated abilities (in general, those with a colon in the text) (C.R. 602.1, 602.1c). My statement in comment 4, that a permanent's abilities generally don't "turn off" when it enters the battlefield, applies no matter what kind of ability it is. Thus, it also applies to Lotus Vale's first ability (which, meanwhile, has received different text in the Oracle card reference so that it now starts with "If Lotus Vale would enter the battlefield..." rather than "When Lotus Vale comes into play..." [C.R. 108.1]).
No, it would be triggered. It entered the battlefield (from the library), and you have not described anything that would interfere with that ability.
Lotus Vale would be entering the battlefield, so its "If Lotus Vale would enter the battlefield, ...." ability would apply.
Rakdos Carnarium will trigger also: you will have to return a land to your hand.
