If Brisela is destroyed, it will go to your graveyard (C.R. 701.7a). A state-based action will then give you the option to move your commander (just Gisela) to the command zone (C.R. 903.9c). See also this thread.
EDIT (Jul. 2, 2020): Edited to conform to rule update with Core Set 2021; the rules changed so that a commander that's destroyed doesn't necessarily go to the command zone immediately.
Thanks, I figured Bruna wouldn't get put in the command zone, I was just wondering whether it exploded/got exiled by trying to follow Gisela to the command zone.
If the melded Brisela was enchanted with Gift of Immortality, and is destroyed.
1. Can i return both Gisela and Bruna to play and enchant one of them at end of turn?
Yes. EDIT: To note, the Gift will not return if you meld the angels before its trigger resolves, and if you attach the Gift, then meld them, the Gift ends up unattached and goes to the graveyard for good.
2. Can i put Gisela in the command zone, return Bruna to play then enchant it at end of turn.
Yes, even if you put Gisela in the command zone, Brisela died, and so Gift will trigger and return Bruna. The following rule exists solely to clarify such a situation for Brisela :
903.9a. If a commander is a melded permanent and its owner chooses to put it into the command zone this way, that permanent and the card representing it that isn't a commander are put into the appropriate zone, and the card that represents it and is a commander is put into the command zone.
Also, If i Flicker Brisela, can I choose for either both to come back, or put Gisela in the command zone and Bruna come back.
Both will come back no matter what, even if you put Gisela in the command zone, the second part of Flicker's effect will find Gisela in the zone she went to even if it's not exile.
Also, If i Oblivion Ring Brisela, then sacrifice Oblivion Ring after the exile trigger resolves, can i return one or both to play.
Contrary to Flicker, and contrary to something like Banishing Light, if you choose to put Gisela in the command zone when Oblivion Ring exiles Brisela, the Ring's second ability won't be able to find her, because it looks specifically in the exile zone. Only Bruna returns.

Ummm, do you mean banishing light can return it from the command zone?
Also, if I don't put Gisela in the command zone, can both be returned when Oblivion Ring leaves the battlefield even though it says "the exiled card" singular.

Yes, since the exiling and returning is the effect of a single ability that tracks the card(s) in the zone it(they) goes to, even if it isn't the exile zone. Oblivion Ring having two separate abilities, with the second refering to 'the exiled card' makes it different.

Yes. The relevant rule:
607.3. If, within a pair of linked abilities, one ability refers to a single object as "the exiled card," "a card exiled with [this card]," or a similar phrase, and the other ability has exiled multiple cards (usually because it was copied), the ability refers to each of the exiled cards. If that ability asks for any information about the exiled card, such as a characteristic or converted mana cost, it gets multiple answers. If these answers are used to determine the value of a variable, the sum of the answers is used. If that ability performs any actions on the exiled card, it performs that action on each exiled card.

If the melded Brisela, Voice of Nightmares is destroyed, and I want to put Gisela into the command zone, what happens to Bruna?
