The Legends version of Relic Bind has very different rules text compaired to the Fourth Edition version. Normally this would not be an issuse as Gatherer usually had the “correct” text. But in this instance Gatherer has differing text for each version. The Fourth Edition version states “enchant an artifact an opponent controls”, which is absent from the Legends version.
My question is, which version is correct? Or are they both correct depending upon which one you are using?

You are mistaken, gatherer only has one text for that card, in both versions. You don't look at the picture of the card, you look at the text on the right. That is the card's oracle text.
Not really a rules related answer but it does explain what the OP is experiencing.
It's a bug I encountered while using my phone too. I came across it for Winter Orb.
When you use your phone, Gatherer doesn't give you the option of seeing the Oracle text that is obvious. It just gives you the actual card text depending on the version. I use Chrome and Safari on iOS and it manifests itself that way. I'm reasonably certain it shows up on Android and Firefox as well since I recall encountering it with that OS and browser. The desktop OSes don't have that problem. And no, asking for the desktop version doesn't seem to fix it.
For the most part, this usually isn't a problem since Oracle shows you the most recent "printing" regardless if it was on paper or digital. I had considered whether cards with no Oracle printing would show itself with the printed text instead of the Oracle text. Apparently, single print cards don't have the problem. Portal 3 cards appear to show correctly as well. It seems to appear with cards that have multiple printings and different Oracle text.
