Yes. The Archangel's last ability is a static one, and so it is active for as long as the angel is on the battlefield and tapped. And it's on the field when the declare blockers step begins, because Kaalia puts it there in the declare attackers step, so the defending player has to pay the tax for blocking.

Correction: Archangel of Tithes' blocking restriction cares whether it is attacking, not whether it is tapped. If it gained vigilance and attacked, the defending player would still have to pay to block.
