So I have Mirror of the Forebears, along with Territorial Hellkite out. Last turn was the first turn that Hellkite came out. Since this game was a 1v1 Hellkite had to attack my opponent. Last turn , I attacked with him and I also attacked with Mirror as it copied Hellkite. So next turn, beginning of combat I copy Hellkite with Mirror. Am I able to attack with mirror?

If you actually make the Mirror a Territorial Hellkite during the beginning of combat step, and not in your precombat main phase or earlier in the turn, it's too late for its ability to trigger, because the ability already needs to exist as the beginning of combat step begins for it to trigger. So that whole block of text is completely ignored, it's not going to get tapped and you're fully free to attack or not and if it were multiplayer, you could attack who you want.
Now, if you instead copy Hellkite with the Mirror earlier in the turn, because it is the same permanent that attacked your opponent last turn, you won't be able to attack with it and it will get tapped. When the ability resolves, it checks the information about the permanent that's its source, whether it attacked and who it did. You would be forbidden to attack with the Mirror even if you had copied something else and attacked with it the previous turn. When an ability refers to the object it's on by name, it means 'this object'. It doesn't matter if the object changed name and characteristics over time, it's the same object.
I'm a former judge (lapsed), who keeps up to date on rules and policy. Keep in mind that judges' answers aren't necessarily more valid than those of people who aren't judges; what matters is we can quote the rules to back up our answers. When in doubt, ask for such quotes.
If you copy hellkite during your beginning of combat step the time for the triggered ability to trigger will have already passed. Your mirror/hellkite will not become tapped and you can attack with it.
