Silver-bordered cards aren't covered by Magic's official rules, so any answer given on something they do that the normal rules don't cover is always just interpretation, and in the end, it's your playgroup who decides what to do. Now, there is a good chance that if anything ressembling a FAQ about interactions between cards in the set is released (probably written by Mark Rosewater, the un-official un-rules un-manager), it will cover his interpretation of the interaction between those two. Personaly, I am quite convinced that Animate Library would end up enchanting only one of the four libraries, no matter if it was put on the battlefield first or after Split Screen. Each library is treated as a different "object", Split Screen tells you that something that talks about your library talks about one of the four, and an aura never enchants more than one thing or player at a time (unless you make up that it does, which your playgroup can certainly decide to do).

I'm a former judge (lapsed), who keeps up to date on rules and policy. Keep in mind that judges' answers aren't necessarily more valid than those of people who aren't judges; what matters is we can quote the rules to back up our answers. When in doubt, ask for such quotes.
