1.) Assume Neheb, the Eternal is on the field and Ashling the Pilgrim pops for 5 damage in the first main phase. If I have three opponents does Neheb produce 15 at the start of my second main phase?
2.) Does Neheb need to be on the field to track damage that was done? SayI popped Ashling for six or more then played Neheb before moving on to my second main phase. Would I gain a bunch of mana in my second main phase or none?
1. When Neheb's second ability resolves, you add R for each 1 life your opponents have lost this turn, which is not necessarily the same as adding as much R as damage dealt to those players this turn (under C.R. 119.3, damage to players usually causes loss of life, but not always). For example, the ability also counts life lost by an opponent of yours this turn due to Neheb's afflict ability (C.R. 702.129a).
2. Neheb's second ability counts the total amount of life lost by your opponents this turn by any means, whether by damage or otherwise and whether or not Neheb was on the battlefield when such life loss happened (see also C.R. 112.7a).
2) No. Largely, with Magic, instructions have access to the history of the whole game. The game state includes the sum history of everything that has happened, from the time of mulligans up to the present moment, as well as things like starting life totals. Serra Avenger even makes us care which turn of the game you're in.
If there is meant to be some entanglement of one effect with other events that a permanent needs to 'witness', there will be some obvious or even clunky sign of it - perhaps using counters, or using a delayed triggered ability.
On Neheb, you count how many "1 lifes" your opponents have lost this turn. It's just a fact that's pulled off the record.

EDIT (Dec. 1, 2018): Correctness edit.
