So, my opponent controls a Kismet and I control Kaalia of the vast. Kaalia says '...tapped and ATTACKING...'. Can I still attack with Kaalia and use its triggered ability while Kismet is in play?

GMR21=OYS, I know you.
Salt is part of the game. Deal with it.

The creature is already entering tapped by Kaalia's ability, so Kismet's effect is redundant. It does nothing against the fact that the creature enters attacking, it still does.

I'm a former judge (lapsed), who keeps up to date on rules and policy. Keep in mind that judges' answers aren't necessarily more valid than those of people who aren't judges; what matters is we can quote the rules to back up our answers. When in doubt, ask for such quotes.

Keep in mind that the creature Kaalia puts onto the battlefield doesn't actually attack, so triggered abilities that care about the creature attacking don't trigger. Her ability grants "attacking" status to whatever comes in without the creature needing to be tapped and declared as an attacker, which cuts out the middleman, so to speak.
