My question is, if I use Inalla, Archmage Ritualist and copy Arcanis the Omnipotent will I be able to tap the copy to draw 3 cards before it dies to the legend rule? Somehow I feel I should be able to but if I try to argue why then at the time the Arcanis copy entered the battlefield the stack is empty, and I'm unsure if you can respond to the legend rule kicking in? Does it use the stack?

No. The legend rule is a state based action, which are checked before any player would get priority. SBAs don't use the stack, and thus cannot be responded to. And you need to have priority in order to activate token-Arcanis's ability.

No, you cannot.
The "legend rule" is one of the so-called State-Based Actions (SBA) that are checked and performed every time a spell or ability has finished resolving, and before the players are allowed to do anything again.
This means that Inalla's copy-creating ability resolves and creates a copy of Arcanis, then the game performs any applicable SBAs; this is where the legend rule kicks in, and you have to put one of your two Arcanis into the graveyard. Only after that does the active player get priority to do anything again.
