Okay if I have The Ur-dragon on the field, Copy it with Sakashima the impostor, Then copy it with Clone and send the original to the command zone, would my dragons cost 3 less?
Yes, each one would apply it's "Eminence" cost reduction to all dragon spells you cast.

Yes, the two on the battlefield "pay for" the first tax on the Commander.
And yes, the two Ur-Dragons on the battlefield will trigger when a Dragon attacks. Effectively creating 2 triggers whenever one or more dragons attack.

Yes. The finaly ability on The Ur-Dragon is a standard triggered ability. So each one will trigger when the condition is met.
So you will first draw equal to the number of attacking dragons and put a permanent into play, then draw again and put another permanent into play.
