I play Edric in EDH. Spellstutter Sprite is the only Faerie in my deck. It says 'When Spellstutter Sprite enters the battlefield, counter target spell with converted mana cost X or less, where X is the number of Faeries you control.' It does not say 'you may counter'. Does this mean that the creature card is stuck in my hand until my opponent cast a spell with CMC 1 or less?

No; the triggered ability must have a target in order to happen but the Sprite spell itself doesn't target. When you cast it and there's no valid target it still goes on the stack and if it resolves it ETBs as a 1/1 with flying.
No, you can cast the creature just fine. It has an enters-the-battlefield trigger, which goes off when the creature enters the battlefield (usually by resolving the creature spell). If there is no legal target for the trigger, it is simply removed from the stack right away, but the creature stays.
The only permanent spells that can have targets are aura spells.
