No. As I said, the original spell will resolve last, and only if its target is still legal at that time. So choosing the biggest creature as its target might make it not deal damage. You want to choose the target of the original and the order of the copies in such a way, that the sum of the damage of those that get to resolve is highest. The optimal target and the optimal order depends on the number of creatures you control and their power as well as their toughness.
