My current EDH deck runs both Isochron Scepter and Panharmonicon, which I've decided to call the "No-Stick Pan" combo, but If say, I cast Scepter while Panharmonicon out and I imprint 2 different cards like Dramatic Reversal and counterspell, am I allowed to use the ability on scepter to let me play both cards at the same time? or am I allowed to play only 1 card with it?
The folks at my LGS are saying that since scepter says: "You may copy the exiled card. If you do, you may cast the copy without paying its mana cost.", emphasis on singular card. However, earlier I checked with a judge on the TappedOut discord and he says that I may cast both cards at once if I wanted to.
I'm getting confused now, does it work? does it not work? I don't know now :/
You get to cast both cards. Here is the rule (note the last sentence):
607.3. If, within a pair of linked abilities, one ability refers to a single object as “the exiled card,” “a card exiled with [this card],” or a similar phrase, and the other ability has exiled multiple cards (usually because it was copied), the ability refers to each of the exiled cards. If that ability asks for any information about the exiled card, such as a characteristic or converted mana cost, it gets multiple answers. If these answers are used to determine the value of a variable, the sum of the answers is used. If that ability performs any actions on the exiled card, it performs that action on each exiled card.
Does CR 607.3 allow you to make a copy of one of the exiled cards and not the other? Or do you have to "perform the action on each exiled card"?
Basically, is 'the action' some derivation of "you may copy the yadda yadda..." , or is the action "...copy the yadda yadda" and modified by 'you may'?

The CR doesn't say one way or the other, but Isochron Scepter does. The wording on Scepter is "you *may* cast the copy" so you don't have to if you don't want to.
