This is really four questions rollled into one post. Please have patience. Also... it's not an MtG rules question, more of a judges rulings.
1st question. I tried to look up my answer in the JAR using the link in the "Want to be a Judge?" thread but I can't seem to find it. Where can I find it?
The story...
Alrighty, so I have a "higher end" deck I was playtesting earlier in the week. And my opponent and I happen3d to sleeve oir decks the same way. My opponent took control of one of my cards and it moved to his side of the field. When I finally lost an agonizing death, I offered my hand for a GG but he simply scooped up his cards and walked away to another table. I counted my cards and realized I was missing a card. The one he took. So I approached and kindly explained I needed my card back. He sorted through his deck (by then he already started a new game) and tossed me a card, but it wasn't my card! It was the same card but a damaged copy. I diplomatically pointed out this wasn't my card and I wanted my card back. Long story short, te LGS owner got involved. I pulled the owner aside and showed him that I marked all the cards in my deck and where to look for the mark. So the owner searched through the protesting Ops deck and found my card and returned it to me along with apologies and advice to me and a stern warning to the Op. I would've preferred the owner drop kicked him out but whatever.
I never had a problem with my card getting stolen in this manner before. Though I have had cards stolen out of my bag before.
So... with that story told...
Question 2: In a tournament setting what was supposed to have happened to me and the ex-opponent? Tonight was FNM (or whatever it's called) but something came up and I ended up not going.
Question 3: The owner advised me that marked cards would get me a nastygram at an official torunament. However, one place my mark isn't is on the back of the black sleeve. So I can't see what it would be.
Question 4: what is the normal practice when an opponent gains control of one of your cards, It still physically moves to his or her side of the field? The LGS owner also suggested not allowing that but... what are my options? Other than Counterspell of course.
For question 1, the document "Judging at Regular Rules Enforcement Level" (J.A.R.) does not include all the tournament policy that applies in sanctioned tournaments. Tournament policy is also found in the "Magic: The Gathering Tournament Rules" (M.T.R.).
For question 3, "[a] card or sleeve is considered marked if it bears something that makes it possible to identify the card without seeing its face"; however, "[t]he Head Judge has the authority to determine if a card in a player's deck is marked" (M.T.R. 3.11).
For question 4, C.R. 400.5 regulates this matter clearly: Permanents on the battlefield, except those in face-down piles, "can be arranged however their owners wish, although who controls those objects ... must remain clear to all players."

In this particular case, the Infraction Procedure Guide (IPG) might also be relevant (although that entry is overridden by the JAR at FNM). That and the MTR are usually near the top of the rules documents page Natedogg linked for you.

Why bother with mere rulings when so many answers can be found in the Rules?
Every time I follow a link it bounces me to their LGS front page.
I usually have this problem when I'm signed in to my Wizards Account and try to navigate anywhere on their main website. For me, signing out always fixes it (you may have to go through the Planeswalker Points website to avoid a redirect).
