I have two 1/1's on the field and let's say I use the ability or a spell that gives a -1/-1 counter.
And I give it to one of the 1/1's I believe it triggers both nest of scarabs and blowfly infestation simutainously i put the scarab nest ability on the stack first thus making a 1/1 then blowfly triggers then shoot one of the 1/1's again thus causing both to trigger simutainously again. Rinse and repeat
Yes, since you have two 1/1's to begin with, this will work in milling your opponents out. You need to choose the target for Blowfly Infestation's ability before the Nest's ability can resolve and create another one, but targeting another 1 toughness creature already there makes it work, you will then be able to target the 1/1 created in a previous iteration of the loop as the target for the next one.
I'm a former judge (lapsed), who keeps up to date on rules and policy. Keep in mind that judges' answers aren't necessarily more valid than those of people who aren't judges; what matters is we can quote the rules to back up our answers. When in doubt, ask for such quotes.
While the loop you propose does indeed work, and will mill your opponents out, it is important to note that if you have The Scorpion God on the battlefield during that process you will also draw a card each time a 1/1 dies (the draw trigger is not a "may"), so you would need to end the loop before you run out of cards in your library. Otherwise taking that process through a functionally infinite number of repetitions kills you first.

To end the loop, you may simply target the Scorpion God or another creature with more than 1 toughness with Blowfly Infestation. But indeed, having the God on the battlefield will force you to be precise on the number of iterations, and the number of cards in your library versus those of your opponents may make it so you can't completely mill them out without losing the game first. You may need to get rid of the God in some way during the process, but drawing a bunch of cards should help in that.

This proposition doesn't actually work if the board is empty. If the board is empty, you'll have to put the -1/-1 counter on a scarab, and the loop becomes unstoppable and draws the game.

The combo does work if you have 2 or more X/1 creatures, though. Because when you put a -1/-1 counter on one of them, it dies as a state based action, triggering both abilities. You can target the remaining X/1 with the Infestation's trigger, and you can put it below the token creating trigger, so that the new token is on the field before the other creature gets its -1/-1 counter. To stop the loop you can simply reverse the order of the triggers.
And I might try this if it works

So I put blowfly son the stack first after the creature dies to the -1/-1 counter
And the next counter is not put on to after the next scarab comes out.
