No, its not a mana ability. For a triggered ability to be a mana ability, it has to trigger of of a mana ability. So you can respond to it like normal since it uses the stack.
For Doubling Cube to be effective, you must let the trigger resolve, so that the mana is actually in your pool. If you respond, the mana is not yet in your mana pool and therefore won't be doubled.
