With the caveat that we have not seen any new rules yet and this could change, no, they would not get counters. This is similar to effects that "see" counters being placed on cards entering in order to double them so this should also "see" counters trying to be placed on permanents entering and prevent it.
And if old rules stand, bad for Chalice/Ballista/Walker/One but good for Thing in the Ice. (So to speak.)

Yeah. Actually, a better example to support this example is what Melira, Sylvok Outcast already does. Since she stops counters on Persist creatures so too should Solemnity.
As with any new cards, there is always the possibility of rules changes, but I don't expect anything to change as this interaction already exists.
Yes. Solemnity would stop Dark Depths from entering the battlefield with counters on it because that still counts as counters being "put" on a permanent.

“Cumulative upkeep [cost]” means “At the beginning of your upkeep, if this permanent is on the
battlefield, put an age counter on this permanent. Then you may pay [cost] for each age counter
on it. If you don’t, sacrifice it.” If [cost] has choices associated with it, each choice is made
separately for each age counter, then either the entire set of costs is paid, or none of them is
paid. Partial payments aren’t allowed.
609.3. If an effect attempts to do something impossible, it does only as much as possible.

It wouldn't affect suspend counters. Anywhere but the battlefield they are not creatures, artifacts, or lands but instead creature card, artifact card, land card etc.
