Is Glorybringer's exert effect considered combat damage? Specifically if you have Soul-Scar Mage is in play is the damage converted to -1/-1 counters or is it just standard damage? Thanks in advance!
For the purpose of Soul-Scar Mage, the damage dealt by Glorybringer when its ability resolves is noncombat damage, since it's "dealt as an effect of a spell or ability" (C.R. 119.2b; compare with C.R. 119.2a). Thus, it's replaced due to Soul-Scar Mage's effect if the damage meets the rest of that effect's criteria.
Combat damage is only ever the damage attacking and blocking creatures deal in the combat damage step's turn based action of dealing combat damage as a result of being attacking or blocking creatures. Any other damage is noncombat damage even if it originates from such a creature.
I have an additional question. If someone plays a Glorybringer and exerts it when attacking can I play an instant spell such as fireball to kill it before the exerted ability would occur to prevent the targeted exert ability damage or would that ability still play out. Also what if I played a card like "Ovinize". Would that prevent the exerted ability?

Once your opponent has declared their attacks and chosen to exert Glorybringer, then the dragon's ability triggers and will be on the stack. You can kill the Glorybringer at this point, but it won't stop the trigger from dealing 4 damage to a non-dragon creature.
Also using something like Ovinize after exert has triggered won't stop the ability. This sort of effect would need to be used BEFORE the dragon actually attacked and was exert, so namely the Beginning of Combat Step.

No. Once it attacks exerted the ability is independent of the source. You would have to act before your opponent attacked, before you knew if they were going to exert or not.
