Yes. A tapped permanent can be (uselessly) tapped by an effect and still have the rest of the effect apply.
Okay, but specifically for regeneration...it's still not clear because I don't know if tapping is a cost of regenerating or a result.
Regeneration is a keyword action and has no costs. There are costs to activated abilities that cause a permanent to regenerate, but becoming tapped is just a result of the replacement of the destruction event with tapping, removal from combat, and removal of damage. Since creatures that are not attacking or blocking and that have no damage marked on them can regenerate, it follows that so can tapped ones.
Apparently it is possible to tap something that's already tapped, but I'm still not sure on the limitations of that.
Something that's tapped cannot be tapped as a cost, and things cannot make it become tapped, because it already is. However, if something would tap it but also do something else, that something else will usually still happen fine. Being tapped will rarely be a hindrance to effects unless there's a specific clause about that involved, like "target untapped creature", or "if it's untapped". For regeneration, tapping is just part of what destruction is replaced by. If the creature is tapped, being regenerated will fail to tap it, but there's no reason it would fail in replacing the destruction event and removing marked damage.
