If my opponent has targeted me for oath of druids and is revealing cards, and when he reveals a creature, he activates arcanis the omnipotent's first ability, does the creature enter the battlefield, and then he draws cards? Or does he draw the creature and two more cards then continues revealing to resolve oath of druids?
Your opponent cannot activate Arcanis the Omnipotent during the resolution of Oath of Druids's ability. He has to wait for the ability to fully resolve, which means until after all the other revealed cards are put into the graveyard.
In general, the only things that can be done during the resolution of any spell/abilty by any player are the actions specifically called for by the spell/ability, and activate mana ablities (abilities that produce mana) if any such action calls for a mana payment.
He was saying that he was activating arcanis on the stack before oath resolves.
No he wasn't. Revealing the cards happens during resolution of oath of druids ability, so until the creature is put onto the battlefield and the other cards are put into the graveyard he can't activate arcanis's ability. If he wanted to do it before oath's ability resolves then he'd have to activate arcanis's ability before he starts revealing cards.
So basically, if a card is resolving, nothing else can be put on the stack, and abilities cant be activated until the card is done resolving?
For the most part that is correct, when a spell or ability is resolving players will not receive priority to cast spells or activate abilities. The only way anything can be added to the stack during the resolution of a spell or ability is if it's part of the resolving spell or abilities effect. For instance if a spell or ability allows you to cast a spell without paying it's mana cost as part of it's resolution, then that would be cast as it's resolving (which puts it on the stack).
