Intuitively I feel like turn aside can't counter Ulamog, the ceaseless hunger but I am not sure. Does a cast trigger count as the spell targeting a perminate you control? I am pretty sure in any case the exile still happens.
Triggered abilities are abilities no matter what triggers them. So the triggered ability from Ulamog is not a spell but an ability, so effects that counter spells won't work on them. In this case since Turn Aside targets a spell it can't even legally target the ability.
The only permanent spells which target are Aura spells. All other permanent spells (including creatures such as Ulamog) do not target, and therefore, are not a valid target for Turn Aside.
