I cast Baral's Expertise and it resolves and then I cast Insidious Will, as the spell I may cast without paying the mana cost. I target The Baral's Expertise with the copy target instant or sorcery mode. Baral's Expertise then goes to the graveyard no longer a legal target. Does Insidious Will fizzle?
Yes. You're casting Insidious will as the Expertise is resolving, and while the Will goes on top of the Expertise on the Stack, the Expertise continues resolving until it finishes, meaning it leaves the stack and goes to the graveyard. When the will tries to resolve some time later, its only target is illegal and it gets countered by the game rules (aka "fizzles").
At the moment you cast Insidious Will this way, Baral's Expertise will still be on the stack (C.R. 117.4, 112.1; C.R. 608.2, especially C.R. 608.2c), so you can target Baral's Expertise with any one of Insidious Will's three modes (C.R. 601.2c; note, however, that under C.R. 115.5, Insidious Will can't target itself). However, once Baral's Expertise goes to the graveyard as the last step of resolving (C.R. 608.2k), it will be an illegal target for Insidious Will, so that if Insidious Will targeted Baral's Expertise this way, it would fail to resolve (C.R. 608.2b).

Insidious Will does fizzle in this case. As while the Expertise was still on the stack (and hence a legal target) when you cast Insidious Will, by the time Insidious Will goes to resolve, the Expertise has long since gone to the graveyard, so Will no longer has a legal target. Hence it fizzles.
