I am looking or a judge call on a situation that happened to me this weekend and I would really like to get clarification on the End of the turn phase.
My opponent moved to his End of Turn Phase, where he had no effects, I then cast spells which he allowed to resolve. He then starts to cast spells stating"at the end of the turn I cast..".
From what I understand, After an opponent passes priority and allows my spells to resolve, then that phase moves on.
Help is greatly appreciated!

Your opponent did play correctly. The current step/phase only ends if all players pass priority in succession while the stack is empty. This is true for all steps and phases where players get priority (so not during untap and usually not during cleanup). Since you did not pass priority when you got it in the end step, the condition is not fulfilled, and the game stays in the end step. After the last object on the stack resolved, all players still have to pass priority in succession for the game to move on. Your opponent is not required to repeat his choice of just passing since your actions have changed the game state and he may now want to make a different choice.
Possibly important addendum: Since your opponent is in his end step, he's limited to instants or stuff with Flash. You didn't specify what kind of spells he's casting, but for some reason I'm getting the impression that he's taking the chance to resolve creatures or sorceries. He can only do that his main phases, and we're past that by this point.
