There needs to be more information here: There's a Flusterstorm and four copies of it on the stack; what are they targeting?
If it's a single spell: That spell's controller either pays 1 five different times and Baral never triggers; or they pay 1 fewer times than that, one of the Flusterstorm copies counters the spell, the others fizzle, and Baral triggers once.
If it's multiple spells: Those spells' controllers each either pay off enough Flusterstorms to not have their spells countered or fail to and have their spells countered. Baral triggers once per spell that was actually countered.
It depends on whether the controller of the spell chooses to pay the 1 each time a copy of Flusterstorm tries to counter the spell. If the spell's controller pays the 1 for all four copies, Baral's second ability won't trigger. If that player doesn't (or can't) pay the 1, you'll only get one trigger, because the first Flusterstorm will resolve and counter the spell, then the others will be countered for not having a legal target.
If more than one counterable spell is on the stack when you cast Flusterstorm, you'll get a trigger for each of those spells that actually gets countered.
