The intended play was to search for a Craterhoof Behemoth and let the Metamorph persist as a second copy of Craterhoof, but I'm not 100% certain which will enter first: the creature being tutored by Natural Order, or the creature persisting after being sac'ed to that same Natural Order.
If the sacrifice were a part of the resolution of the spell then it would be cut-and-dry, the persist would go on the stack after the spell finishes resolving, but because the sacrifice is an additional cost and not part of the resolution I'm unsure.
You start casting Natural Order: put it on the stack, there is no choice (such as a target) to be made on casting so you skip that, and then you pay its total cost: mana and sacrifice of a green creature (Persist triggers at this point, but doesn't go to the stack yet). You're done casting Natural Order.
Now you must put Persist on the stack. As Natural Order is already on the stack, Persist will enter on top of it. Then you gain priority and pass. Your opponent gains priority, but has no response to they also pass.
The top object on the stack is Persist, so it resolves, returning Phyrexian Metamorph (with a -1/-1 counter). You need to choose something for it to copy at this point, and Behemoth isn't on the battlefield yet.
Only later will Natural Order resolve, putting Craterhoof Behemoth on the battlefield.
