Yes, you do (of course, you need to remain as the monarch to get the dragon tokens).
Monarch is part of the regular rules of the game (716.1 to 716.4), and work in any format where cards like Skyline Despot are valid (legacy, vintage, commander, and others).
Yes. Being the monarch is a recognized status in any game of Magic and can happen in any format where cards that can make you become the monarch are legal.
Just keep in mind that being the monarch has some inherent effects apart from what Skyline Despot does with it. The monarch draws a card at the beginning of their end step and anyone who has a creature deal combat damage to the monarch becomes the monarch.
If you're the monarch, Skyline Despot's last ability doesn't have you create "a token that's a copy of Skyline Despot", but rather "a 5/5 red Dragon creature token with flying", which is not the same. Therefore, the token won't have Skyline Despot's enters-the-battlefield ability, so that you won't "become the monarch" when it enters the battlefield. This answer is not unique to Commander games.
A player stops being the monarch only when he or she leaves the game (C.R. 717.4) or when another player becomes the monarch (C.R. 717.3). Again, this answer is not unique to Commander games.

ok! I hadn't realized this mechanic was introduced to commander... no one I know plays with cards that make someone the monarch.
It didn't have to be "introduced to Commander": Conspiracy and Conspiracy: Take the Crown cards are legal in "eternal" formats such as Commander and, indeed, in casual non-Conspiracy play. It's only the actual conspiracy-type cards that can't be used outside of the Conspiracy format, unless you have a Commander house rule about them.
