Can I tap Alloy Myr for 1 blue, and Everflowing Chalice for 17 colorless and cast Dispersal Technician (for 1 blue and 4 colorless) re-tap all mana Artifacts (because I cast a spell and triggered paradox) then because of Dispersal Technician return Everflwoing Chalice to my hand then cast Crystal Shard to return Dispersal Technician to my hand. Can I then cast, for 30 mana (13 + 17), Everflowing Chalice and then repeat? Now I know I am not gaining stacks on Everflowing but this is just the example.
You don't cast Crystal Shard to return Dispersal Technician to your hand - you activate its ability. This is relevant because doing so doesn't trigger Paradox Engine. But otherwise, the sequence you suggest is legal, that being:
1. Cast Dispersal Technician, tapping Alloy Myr and Chalice for mana in the process. This leaves Cx13 in your mana pool.
2. Paradox Engine triggers, untapping your nonland permanents as it resolves
3. Tap Chalice for mana again, and you now have Cx30 in your mana pool
4. Dispersal Technician resolves and enters the battlefield; its ability triggers and resolves and returns Chalice to your hand.
5. Activate Crystal Shard using Alloy Myr to pay the U cost, targeting Dispersal Technician.
6. Crystal Shard's ability resolves and returns Dispersal Technician to your hand.
7. Cast Chalice kicked 15 times, spending 30 mana to do so.
8. Paradox Engine triggers and untaps Alloy Myr and Crystal Shard.
9. Chalice resolves and enters with 15 counters on it.
You're now in a very similar game state as when you started except that the Chalice has two fewer counters on it. You could turn this into a loop if you had additional nonland permanents that you could tap for more mana or a bunch of cost reduction effects to make Dispersal Technician cheaper.
Does that answer your question? I feel like there's something more than "is this a legal sequence of plays" that you want to know, but you'll have to ask it outright if so.

But just to clarify, you can use a card ability between other cards ability's before the first one resolves? As soon as dispersal entered that battle feild Paradox's ability was activated untapping all non-land permanents but as a result Dispersal is in need of an artifact to returning to the controllers hand. Are we saying that there is no order in which the ability where activated or that they activated at the same time or that it just dosent matter?
I guess the real question is do ability's have to resolve in the order that they where casted or can other ablitys be activated before you resolve the first one.
OH and can you do something like start off with Dispersal then before its ETB resolves cast Greenbelt Rampager as many times as your mana lets you and stack C from chalice and then at some point finally resolve Dispersal and use all the mana to cast chalice?
.... Im such a scater brain would there have to be a way to use one energy every time in order to force Rampager's alternative ability?

Abilities always resolve in the reverse order compared to how they were put on the stack. And any time you recieve priority (generally before and after things resolve) you will have the opportunity to activate abilities or cast spells (if the timing allows it) to add them to the stack.
Also worth noting is that Dispersal Technicians ability is a may ability so you don't really have to return anything.
In general (non mana)abilities can be activated any time you could cast an instant with the exceptoins clearly stated (things like equip, Birthing Pod etc.)
Paradox engines ability does not trigger when the technician enters the battlefield, it triggers when you cast the spell and resolves before the spell resolves.
EDIT: By the way, there is a little "edit" button at the bottom part of your posts, it's rather useful
As for your second question no. The greenbelt rampager is a creature and you can only cast a creature when you have priority in one of your main phases on an empty stack. If you would use itself to bounce it then yes, you would need to spend the energy as the ability to pay energy is not a "may" ability

This isn't quite correct, Paradox's ability doesn't activate As soon as Dispersal entered the battlefield, it triggered when you cast so all of your artifacts are untapped before the Technician resolves and enters the battlefield. So you have two chances to activate your mana artifacts before you have to return one. After Paradox's ability has resolved while the Technician is still on the stack, then again, after it has resolved when its ability is on the stack.
It looks like this:
Tap mana artifacts U and Cx17
Cast Technician triggering Paradox
Paradox resolves, assuming no one does anything in response
You can tap mana artifacts now getting U and Cx17
Technician resolves, again assuming no other responses
Technicians ability triggers having you choose a target
You can activate your mana artifacts now, you can also activate the Crystal Shard to return the Technician now
Technicians ability resolves returning your chosen artifact.
You cast Chalice, triggering Paradox again
