At the beginning of my upkeep Séance will trigger and I will target Renegade Rallier to be made into a token and come to the battlefield.
As I understand it the first time I will have priority during the upkeep step is in response to a "at the beginning of upkeep" trigger or at the end of the upkeep step.
Can I, in response to the Séance trigger targeting Renegade Rallier to return, sacrifice my Sakura-Tribe Elder in order to trigger Revolt such that when my Rallier enters the battlefield Revolt will be active?
Yes, you can do that. The Sakura-Tribe Elder's "sacrifice" ability will resolve first before Séance's ability puts the Renegade Rallier token onto the battlefield. At the time the token is created, a permanent you control has left the battlefield this turn, so the Rallier token's Revolt ability will trigger.

Yes, you can do that. The Revolt condition of the Rallier is checked, when it enters the battlefield, so you have until then to fulfil that condition. A sacrifice in response to Seance's trigger will accomplish that.
Note, that there is no "at the end of the upkeep step", you are either in the upkeep step or you are not. The game will remain in the current step/phase until all players pass priority in succession while the stack is empty. Just because you want to end your upkeep step doesn't make it the end of that step, you are still right in the middle of it.
