If you cast it normally Thousand winds will enter the battlefield face up so there is nothing for its triggered ability to fire off.
If you want it to work as an upheaval you have to turn it face up either by ending the morph state or after it is turned face down by something like Ixidron.

So if you draw morphs late game it's kind of a disadvantage as you have to wait 2 turns(1 turn to pay the 3 colorless man and 1 turn to pay the morph cost) to get the ability that is on the card.. Unless your just sitting on 10 untapped mana.

Correct. A "When is turned face up" ability needs the permanent to first be face down, and then turned face up. By itself, Thousand Winds will indeed require a investment of 10 mana total for you to get that ability to work.

I'm a former judge (lapsed), who keeps up to date on rules and policy. Keep in mind that judges' answers aren't necessarily more valid than those of people who aren't judges; what matters is we can quote the rules to back up our answers. When in doubt, ask for such quotes.

Note that being face down can be achieved in ways other than morph: If you manifest a Thousand Winds you can turn it face up for its mana cost of 4UU instead of its morph cost and still get the triggered ability.
Note that there are some morph creatures which you can get their effect without playing them face-down first. Most notably, Vesuvan Shapeshifter. Read the card text closely! Shapeshifter, for example, says "As Vesuvan Shapeshifter enters the battlefield or is turned face up...", so it's got two possible conditions for its replacement effect.
Now the card says "When Thousand Winds is turned face up, return all other tapped creatures to their owners' hands."
If the card was never played as a morph do i still get to return all tapped creatures to owners hands?
Or would i need to play it face down and then unmorph it for its ability to trigger?
