I play Jhoira of the Ghitu EDH deck with two cards suspended: Apocalypse and It That Betrays. Apocalypse has 3 time counters left on it and I cast Shivan Sand-Mage, removing 2 time counters from it (one time counter left). Next upkeep, I remove a time counter and the Apocalypse fires. Can I, in response to the Apocalypse on the stack, float 2 mana to suspend something before the Apocalypse fires?
Yes. In fact, you have three (!) chances to cast/activate something during that turn before the Apocalypse happens:
1) In response to the suspend trigger that will remove the last time counter,
2) in response to the suspend trigger that will allow you to cast the spell,
3) in response to the spell itself.
I have three chances?? I thought I only have one (in response to the spell itself).
So you are saying
1) remove the last time counter (I can do something here)
2) the last second before I cast the spell (I can do something here)
3) now, really cast the spell (I can do something here)

1) When your upkeep begins, the suspend trigger (to remove a time counter) fires and goes on the stack
