No. Both Bring to Light and Overload represent Alternative Costs. Bring to Light's alternative cost is "cast [the spell] without paying its mana cost". Since you can't apply more than alternative cost to a spell, you have to choose one. If you choose to pay the alternative cost Bring to Light is allowing, you can target one permanent. If you try to pay the Overload cost, you will find that nothing is allowing you to pay that cost and you can't cast it at all.
