I have a Grim Flayer in play with Land, creature, and sorcery in my graveyard. I cast Dromoka's Command to make my opponent sac an enchantment and fight my Grim Flayer with his 3/3. Does the instant go to my yard in time for delirium to be active for my flayer to be a 4/4 when he fights?
What about the same situation, but my Flayer fought a Tarmogoyf? Would tarmogoyfs toughness grow from the instant in time when they fight?

No and no. Spells resolve and then, as the final part of resolving, go to the graveyard. Since the Fight happens during resolution of the spell, while it is still on the stack, it will not affect delirium in time for damage to increase during the fight.
However, it will go to the graveyard in time to save your Grim Flayer (or Tarmogoyf) in that fight if they would be dealt lethal damage. Take the Grim Flayer example: It will deal 2 damage (or 3 if you give it a counter first) and will be dealt 3 damage. Then, Command finishes resolving and goes to the graveyard. Then, State Based Actions are checked to see if anything has lethal damage marked on it. Since Delirium has now kicked in, Grim Flayer is a 4/4 or 5/5 with 3 damage marked on it and will not die.
608.2k. As the final part of an instant or sorcery spell’s resolution, the spell is put into its owner’s graveyard. As the final part of an ability’s resolution, the ability is removed from the stack and ceases to exist.

Whenever a player would get priority (see rule 116, “Timing and Priority”), the game checks for any of the listed conditions for state-based actions, then performs all applicable state-based actions simultaneously as a single event.
