To answer your question; there is no interaction here (other than killing the Finks). Festering Goblin doesn't give the Finks a -1/-1 counter so Persist doesn't care about the effect. It is just a continuous effect that lasts until end of turn. You can tell it doesn't give a counter by the fact that Festering Goblin doesn't say "counter" anywhere in the text of the ability.
Yes. After combat the Kitchen Finks will be a 3/2 creature with 1 damage marked on it. After the trigger from Festering Goblin resolves it will be a 2/1 with 1 damage marked on it and placed into the GY. Because the ability is not a counter the persist will still happen.
