So spells that say 'target player' can be cast at a player and then redirected to the planeswalker right? So if the player has hexproof can you still hit the planeswalker with the spell or no?
No. If you can't target the player, you can't cast the spell targeting them (not really sure how else to word that). If you can't get to the point of targeting them (and thus damaging them with something like Lightning Bolt) you never get a chance to redirect damage.
Also spells can't be redirected to planeswalkers, non combat damage can. So you can't redirect a mind rot to a planeswalker, but you can redirect damage from prodigal pyromancer's ability to a planeswalker.

To piggyback onto this question, at what time should the intent of bolting the planeswalker be revealed? On casting(desnigating the intent of redirection from the get-go) or upon the agreement of the lightning bolt being allowed to resolve?

To answer your question: Yes, the caster chooses if Bolt hits the player or the planeswalker when it is resolving. So for the Lightning Bolt example, the player casts it targeting the player. If nobody has a response, so it resolves and the controller of Lightning Bolt may redirect it to a planeswalker the targeted player controls.
