If I use Ojutai's Command reanimation and draw a card modes and try to bring back Augury Owl can I stack the abilities the way i want? Or I have to do what is first in the card's text?
You don't even put Augury Owl's trigger on the stack until the Command has finished resolving. You will draw well before the trigger letting you scry resolves.
To be clear, you do follow the instructions in the order written. However, in your case, it seems as if you're asking if you can scry before drawing. You cannot for the reason in comment #2.
