My only artifact in play is a scrapheap scrounger. I kill it with an unlicensed disintegration. Do I take damage, why or why not? I'm assuming not because of the order that it is worded so it would die and then it would check for an artifact.

You are correct. Unlicensed Disintegration contains two action verbs: "destroy" and "deals"; in general, each action verb indicates a separate action done sequentially, not at the same time (under C.R. 608.2c, a spell's instructions are followed "in the order written" and you "apply the rules of English to the text" of a spell when following them).
