Really quick question, I've built a Selesnya commander deck, and I at the beggining put a Noble Hierarch into the deck, the buddy who I played with said it was not "legal" because it has the icon of Island mana, but I just read this from the rules : 903.4b Reminder text is ignored when determining a card’s color identity.
does this means that a Noble hierarch in a selesnya commander deck can be added?
The mana ability and all included mana symbols are part of Noble Hierarch's rules text, not reminder text.
Reminder text is just the cursive text in parentheses after a keyword, so in case of the hierarch the explanation what exalted does.
So no, it's not legal.
edit: one instance where a mana symbol is in fact part of some cards reminder text is extort, so i.e. a Basilica Screecher can be played in a mono black EDH/Commander deck
You cannot put noble heirach in a white green commander deck, because of the blue mana symbol in its rules text, reminder text is just the text in parenthesis e.g. (Whenever a creature you control attacks alone, it gets +1/+1 until end of turn.) on Noble Heirach.
Rules support:
"903.4. The Commander variant uses color identity to determine what cards can be in a deck with a certain commander. The color identity of a card is the color or colors of any mana symbols in that card’s mana cost or rules text, plus any colors defined by its characteristic-defining abilities (see rule 604.3) or color indicator (see rule 204).
Example: Bosh, Iron Golem is a legendary artifact creature with mana cost {8} and the ability “{3}{R}, Sacrifice an artifact: Bosh, Iron Golem deals damage equal to the sacrificed artifact’s converted mana cost to target creature or player.” Bosh’s color identity is red."
Bolded by me for emphasis.

No it may not. Color identity includes colored mana symbols in the mana cost and rules text of the creature. The Hierach has the green, white, and blue mana symbols in its rules text, so its color identity is green, white, and blue. You could not include it in your Selesnya deck, since that deck can only run cards with a color identity of green and/or white.

Scientists have calculated that the chance of anything so patently absurd actually existing are millions to one. But magicians have calculated that million-to-one chances crop up nine times out of ten.
Color identity takes into account all colored mana symbols in a card's rules text. The mana ability of Noble Hierarch has no reminder text, it is proper rules text, and as such all colored symbols it uses count towards its color identity. You can only use the Hierach in a Commander deck if the commander's color identity includes WUG.
