Yes you can. Emerge doesn't specify from where you can cast it. Chandra doesn't specify casting without paying a mana cost (not that it would matter for emerge), so you can choose to cast it for an alternate cost.

Emerge is not a cost reduction, it's an alternative cost. This is the exact reason that it doesn't work with "without paying its mana cost", because that's an alternative cost too and you can only apply one alternative cost to a spell.
