Yes, that works. Both triggers go on the stack, and everything on the stack resolves one at a time, allowing for abilities in between. Note that the combo you stated above can't be repeated when you hit 2 energy, as Greenbelt Rampager forces you to pay 2 energy if you have it available.
This is just a friendly reminder that Paradox Engine is legendary. In this current Standard there is no way around the "legend rule", making it nearly impossible to have a pair of PE.
also note that greenbelt rampager only returns to your hand if you have less than 2 energy, you cannot choose to put the rampager into your hand, since it does not say may.

That being said yes your scenario works. It is usually done with something like Jeskai Ascendancy though as like I said Paradox Engine is legendary.
Otherwise, yeah, that would work.
