I know this probably sounds like a dumb question, but if I trigger Brago's ability on, for instance, tapped mana rocks, they come back in untapped correct?

Permanents enter the battlefield untapped unless some other effect says otherwise. Brago, King Eternal doesn't, so for example if his trigger targeted a Sol Ring, it would come into play untapped, and you've have access to CC more.
If Brago blinks a creature (or a noncreature that becomes animated before your next turn), it will be subject to summoning sickness.
There is nothing in Brago's ability that changes the way the permanents enter the battlefield so they will enter the same way they would had they been cast. This means Mox Opal enters untapped while Worn Powerstone enters tapped.
And yes, creatures will be affected by summoning sickness since they are now new objects and you have not controlled them since the beginning of your most recent turn.
