Consider the following situation - i have 3 card types in my graveyard (lets say instant, sorcery and artifact). I have an Ishkanah, Grafwidow on the battlefield. I would like to play another Ishkanah. I play the other Ishkanah, and now i must sacrifice one of the ishkanah's to the Legend Rule as a state-based action. Question - will i get the spider tokens from the second ishkanah i played?
No, you won't get any spider tokens. As Ishkanah has an intevening IF clause in its Delirium ability. So the ability won't even trigger unless the condition is met, so you need to have four or more card types in your graveyard when it enteres the battlefield.
but aren't state-based actions checked before the trigger is considered?
State-based actions are checked before triggers can go to the stack. You're not "considering" them or checking their trigger condition at this point, just putting on the stack abilities that triggered before this point.
116.5. Each time a player would get priority, the game first performs all applicable state-based actions as a single event (see rule 704, "State-Based Actions"), then repeats this process until no state-based actions are performed. Then triggered abilities are put on the stack (see rule 603, "Handling Triggered Abilities"). These steps repeat in order until no further state-based actions are performed and no abilities trigger. Then the player who would have received priority does so.
Regular triggered abilities trigger automatically, instantly when their trigger condition is met. You don't wait until later to see if the trigger happens or not.
Then the trigger waits to be put on the stack.
603.2. Whenever a game event or game state matches a triggered ability's trigger event, that ability automatically triggers. The ability doesn't do anything at this point. (...)
603.3. Once an ability has triggered, its controller puts it on the stack as an object that's not a card the next time a player would receive priority. See rule 116, "Timing and Priority." (...)
So, when the Ishkanah spell resolves, Ishkanah enters the battlefield from the stack under your control. That's when you 'consider' if its ability triggers or not; if you don't have enough card types on the graveyard at this exact moment, the ability fails to trigger.
Then, before the active player gets priority, state-based actions are checked and performed, sending one Ishkanah to the graveyard. Then, any ability that triggered but didn't go to the stack yet (like something that triggered when Ishkanah entered or died) can go to the stack. You're not checking their trigger condition at this point, that was done at the moment the trigger event happened, you're just putting them on the stack.

Triggers can "trigger" at any time. They just sit around waiting for after stuff resolves and state-based actions are checked before players can put all of the waiting triggers on the stack.
