1: No, that is in fact the point. Except technically for one, I guess, Fleetwheel Cruiser, which self-crews for the first turn. I guess that should read "the effect of a spell or ability".
2: Colorless only.
3: I am not sure. You can't have any with colored mana symbols in the text box, but if you mean the Devoid ability, it may or may not override the requirement for mana in the mana cost. Seems like "not" to me, but not sure. But note that even if you CAN put them into your deck, you won't be able to cast them normally because you'd still need the colored mana.

Only creatures can attack. If a vehicle is not a creature, it can't attack.

It is best to just read the rules:
903.4. The Commander variant uses color identity to determine what cards can be in a deck with a certain commander. The color identity of a card is the color or colors of any mana symbols in that card's mana cost or rules text, plus any colors defined by its characteristic-defining abilities (see rule 604.3) or color indicator (see rule 204).
Example: Bosh, Iron Golem is a legendary artifact creature with mana cost {8} and the ability "{3}{R}, Sacrifice an artifact: Bosh, Iron Golem deals damage equal to the sacrificed artifact's converted mana cost to target creature or player." Bosh's color identity is red.
903.4a. Color identity is established before the game begins.
903.4b. Reminder text is ignored when determining a card's color identity. See rule 207.2.
903.4c. The back face of a double-faced card (see rule 711) is included when determining a card's color identity. This is an exception to rule 711.4a.

@hatelord: The rule that didn't allow you to add colored mana to your mana pool outside of your commanders color identity has been removed. So even if you had Emrakul as your commander, if you somehow had a way to produce say white mana you could indeed do that.

Yes, a card like Prism without a mana symbol on it which adds mana of "of any color" to your mana pool can be played in any commander deck, and it can produce any color during the game. You can use it to, say, pay for the activated ability of something you stole from another player.

I'm a former judge (lapsed), who keeps up to date on rules and policy. Keep in mind that judges' answers aren't necessarily more valid than those of people who aren't judges; what matters is we can quote the rules to back up our answers. When in doubt, ask for such quotes.
The rules update with Ravnica Allegiance changed the Brawl option's rules in a way that affects question 2.
In general, if your commander's color identity is colorless, neither a card with a basic land type nor a card with a color identity other than colorless can be included in your Commander deck (C.R. 903.5c-d).
In the Brawl option, however, once Ravnica Allegiance is released (and in prereleases), if your commander's color identity is colorless, your Commander deck "may contain any number of basic lands of one basic land type of [your] choice" (C.R. 903.11e). Note that this does not apply to the traditional Commander variant.

You can't include cards with a color identity other than colorless in your Emrakul deck. So City of Brass, Urborg, Tomb of Yawgmoth, and Kozilek, the Great Distortion would all be allowed. Pendelhaven, Tundra, Blisterpod, and Spellskite would not be allowed. The short version is: no colored mana symbols, no colored cards, no lands with basic land types in their type line.
