I think the answer is A because it would copy what the original card said.
Phantasmal Image doesn't target it just becomes as it enters the battlefield. Since it's entering the battlefield true-names ETB triggers and he gets to pick a new player for protection for Himself. Your true name nemesis is still protected from him.

Small correction, True-Name Nemesis doesn't have an ETB trigger. It has a replacement effect that takes place before it enters the battlefield.
The answer is still correct however.
Image's replcaement effect makes it a copy of Nemesis. The game then sees another replacement effect that needs to be applied, the Nemesis-Image choosing a player. This happens, then the Nemesis-Image enters the battlefield.

And then the opponent brings in a Phantasmal Image copying my True-Name Nemesis.
