CR 800.7 says "In a multiplayer game not using the limited range of influence option (see rule 801), if an effect states that a player wins the game, all of that player's opponents lose the game instead."
So, does the game continue with Billy and Charlie or does Charlie win?
Only Adam loses since his Persecutor prevents Billy from losing as Sovereign's ability resolves.

I'm a former judge (lapsed), who keeps up to date on rules and policy. Keep in mind that judges' answers aren't necessarily more valid than those of people who aren't judges; what matters is we can quote the rules to back up our answers. When in doubt, ask for such quotes.
Felidar Sovereign's trigger only tries to make its controller win once, when it resolves, which in multiplayer means, it tries to make everyone else lose. It will not look back and try again if it failed at that. When the trigger resolves, Charlie can't lose due to Adam's Persecutor. So only Adam loses. Thus Billy and Charlie remain and the game continues.
Felidar Sovereign's trigger only tries to make its controller win once, when it resolves, which in multiplayer means, it tries to make everyone else lose. It will not look back and try again if it failed at that. When the trigger resolves, Charlie can't lose due to Adam's Persecutor.
