Well, you don't choose any targets when you cast it. But when it enters the battlefield you will need to pick a target and exile it if the opponent (the one who casted emrakul) has any legal targets (such as emrakul).
Even if it was a may ability you would need to pick a legal target if there are any, but during resolution you could choose not to exile it if it had been a may ability.

Do you mean if you cast Stasis Snare, or if you have your opponent cast Stasis Snare? Either way, you (either as yourself or as your dominated opponent) have to choose a target for the triggered ability when you stack it, and you have to stack it if it triggers.

I like to know is it mandatory to choose a legal target when I control opponent's turn with Emrakul, the Promised End and cast stasis snare.
Local judges has been telling me I can choose not to target, which is strange since there isn't a "may" clause.
