Will I be getting back Cloudshift?
1) Yes. You choose targets as the Witnesses' triggers go on the stack, which is after Displace has fully resolved, so the card is in the graveyard and a viable target. Make sure to explicitly announce the targets, because both triggers could target the same card (but only one would resolve then, the other would "fizzle").
In general, if a spell (such as Cloudshift or Displace) brings a permanent (such as Eternal Witness) onto the battlefield under your control, and its enters-the-battlefield ability triggers, that spell will go to the graveyard (C.R. 608.2k) before you put that ability on the stack (C.R. 116.3b, 116.5). Therefore, if the ability targets a card in your graveyard and you own that spell card, you can choose that spell card as a target (C.R. 603.3d, 601.2c-d).
In a way, I will end up having a "undying" Eternal Witness as long as I have a white mana available to cast my Cloudshift
Not really, you will end up having an eternal witness that's immune to spot removal (with the exception of split second spells) and combat damage (won't deal any itself though) as long as you have mana up an are able to cast spells. Damnation and the likes will still kill it though.
