Is there any window in their untap/upkeep at all where I get the chance to tap their lands down and cause them to fluff the pact trigger? I'm a bit fuzzy about when mana empties from pools and also how casting spells in the untap step works.

Gigadrowse can't prevent a player from paying the Pact trigger.
No spells can ever be cast in the Untap Step. The active player just untap the permanents, and then the Upkeep Step starts.
When the Upkeep starts, the Pact's delayed trigger triggers and goes to the stack, and then the player gets priority. They'll pass to you, and if you try casting Gigadrowse in response, they can just tap their lands for mana in response and let it 'float' for later.
Mana empties from the mana pool at the end of each step or phase in the game. So the mana generated in response to the Gigadrowse in the upkeep will still be available to pay for the Pact trigger when it resolves.
