607.2m If an object has a static ability printed on it that allows a player to exile one or more cards “before you shuffle your deck to start the game” and an ability printed on it that refers to cards “exiled with cards named [this object’s name],” the second ability is linked to the first ability of any objects that had the specified name before the game began.
So, when you cast your clone, it will have both abilities. The second ability is linked to the first ability of all cards named Arcane Savant before the game began. So, even though it started the game as a Clone and didn't exile any cards itself, the name is still Arcane Savant when it enters the battlefield and the ability will still "see" the cards exiled with any cards named Arcane Savant before the game started.
Thank you for the reply and information. That's actually a much more generous ruling than I would have given for the cards, had I been in wizards shoes!
Note that the second ability will still refer to cards exiled with cards named Arcane Savant, etc., even if the copy effect doesn't acquire that name (an example is Sakashima the Impostor). This is because the second ability uses the formulation "cards named ...", so the corresponding name is not changed to the name of the object that has it because it doesn't refer to that object (C.R. 201.4b). (This shows that the formulation "an ability printed on it that refers to cards 'exiled with cards named [this object's name]'" in C.R. 607.2m is problematic here.)
Note that, due to the "card you exiled" wording, this should only work when cloning your own creatures, unless you are copying an opponent's Arcane Savant, for example, and you also happen to have an Arcane Savant in your draft with an exiled card.

So, when you cast your clone, it will have both abilities. The second ability is linked to the first ability of all cards named Arcane Savant before the game began. So, even though it started the game as a Clone and didn't exile any cards itself, the name is still Arcane Savant when it enters the battlefield and the ability will still "see" the cards exiled with any cards named Arcane Savant before the game started.
In short, yes, this works as you expect it to.
