The card cast off Wild Evocation, since it says it is Cast, does count towards to the 1 spell per turn while Rule of Law is on the battlefield. If they cast a spell (they didn't reveal a land and they didn't reveal a counter spell for example), then they cannot cast anything else that turn as long as Rule of Law is on the battlefield.
